This decoy was built in the late 1970s in order to confuse and trap schoolyard bullies, once the bully touched it, he would be sedated, tagged and sent back into the playground none the wise.
Except that belt. Eek. The SHOES however, recently made a come back. I spoke with a self-proclaimed former bully who was wearing those shoes that very day ... a few years ago, on the cusp of their comeback.
